City Council passes UTV ordinance, allowing use in Greencastle

Four months after passing the proposed Utility Task Vehicle (UTV) ordinance on first reading, the Greencastle City Council adopted Ordinance 2023-7 on second and final reading by a 4-3 vote Wednesday night.
Councilor Katherine Asbell, noting the Council has had “ a lot of discussion” on the matter, made the motion to adopt the measure.
Mayor Lynda Dunbar called for a rollcall vote and Councilors Asbell, Stacie Langdon and Tina Nicholson voted in favor of it, while Councilmen Mark Hammer, Darrel Thomas and David Masten voted against the measure.
That left Vince Aguirre, who has openly supported the UTV ordinance in respect of his Fourth Ward constituents since coming on the Council in January, to cast the deciding vote, and he voted “yes.”
Mayor Dunbar said the next step is to order signage and registration stickers and prepare paperwork for UTV owners to complete if they want to operate their rides within the city. She said she expects all that to be in place by July 1 or earlier if possible...
